Published on November 10, 2021On May 3, 2021 Shell lobbyist Stephen Fotis sent EPA officials “a short white paper outlining [Shell's] initial thinking on a possible framework for regulating methane emissions from existing oil and gas sources..." Shell’s goal, according to white papers the company created for EPA, is to prioritize “flexibility” in how Shell meets methane pollution requirements.
